[摘要] 各海外留学人员联谊会、协会、学会: 为贯彻、落实我国自主创新战略,发挥留学人员在自主创新战略中生力军的作用,进一步激发留学人员回国创业的热情,发掘自主创新的潜力,遴选出一批具有高科技含量、有市场前景、适于创业的优秀项目,引导、培育留学人才顺利走上回国创业的成功道路,教育部留学服务中心与科技部火炬中心共同发起举办2006年“‘春晖杯’中国留学人员创新创业大赛”(以下简称创业大赛)。

为贯彻、落实我国自主创新战略,发挥留学人员在自主创新战略中生力军的作用,进一步 激发留学人员回国创业的热情,发掘自主创新的潜力,遴选出一批具有高科技含量、有市场前景、适于创业的优秀项目,引导、培育留学人才顺利走上回国创业的成 功道路,教育部留学服务中心与科技部火炬中心共同发起举办2006年“‘春晖杯’中国留学人员创新创业大赛”(以下简称创业大赛)。

创新大赛主办单位特邀驻外使(领)馆教育处(组)、海外留学人员社团组织作为创业大赛的支持单位。

创 业大赛将依托教育部“春晖计划”和驻外使(领)馆教育处(组)、海外留学人员社团组织和国内留学人员创业园,借助广州留学人员科技交流会等平台,会同优秀 留学人员创业园等有关机构共同举办。创业大赛将面向海内外的留学人员征集科技项目和创意,为留学人员回国创业项目的评估、推介、孵化搭建一个新的平台。

创业大赛于2006年7月17日正式启动,10月份在威海经济技术开发区(创业大赛评审基地)评审, 12月底在广州留学人员科技交流会(创业大赛颁奖基地)上颁奖。创业大赛评委会将由评委由风险投资机构、企业家、留学人员创业园管理者及有关专家组成,并 采取分组评审的方式进行。创业大赛将资助获奖者回国与投资机构洽谈项目,并印制获奖项目及参赛项目汇编,创业园将对获奖项目入园孵化提供优惠条件和个性化 服务。创业大赛将对组织工作做的突出的驻外使(领)馆教育处(组)及海外留学人员社团组织和国内留学人员创业园等单位将给予表彰。

目 前,以邓中翰、李彦红、吴鹰、施正荣等为代表的一大批优秀留学人员企业家,充分展示了留学人员自主创新创业的活力。创业大赛将为更多的留学人员回国创业铺 路、导航,引发社会各界关注,疏通天使资金投资渠道,为留学人员创业园输送优秀项目,促进留学人员创业园对留学人员的项目开展前期孵化,造就出更多成功的 留学人员企业,为我国引进高层次人才,实现自主创新战略贡献力量。

“谁言寸草心,难报三春晖”。在祖国经济建设迅猛发展的今天,广大留学人员将在回国创业的沃土上挥写出更加美丽的篇章,创新大赛将为回国创业的留学人员插上新的翅膀,一展鸿鹄之志。

As presented above, nationwide pioneer parks and related organizations have joined hands to make this Competition possible. This Competition is an organic part of the “Chunhui Project”, a generous design by the Ministry of Education in 1996 to provide various channels for overseas Chinese scholars to fulfill their dreams and serve their country. By collecting technological oriented proposals and creative ideas, this Competition will be able to build a new platform for assessment, recommendation, and incubation of pioneering projects submitted by those Chinese professionals who are determined to reestablish themselves in China.

The panel of judges for the Competition will consist of representatives from venture capital firms, entrepreneurs and businessmen, managers of pioneer parks, and field experts. The organizing committee of the Competition will provide award-winning contestants with financial assistance to attend business symposiums in December in Guangzhou and discuss with interested parties their pioneering proposals. The pioneer parks around the country are ready to offer preferential treatment and personalized services to prize winners for admission into pioneer parks and incubation of their projects. This Competition will also result in a compilation of award-winning and contesting projects to attract more investment interest. Furthermore, public commendation will go to those overseas Chinese Educational Departments/Offices with Chinese Embassies, overseas Chinese student organizations and local pioneer parks who have played a key role in inspiring potential contestants to participate in the Competition.

For years, many overseas Chinese scholars have come back to their birthplace for careers and become successful businessmen in China. Dr. Deng Zhonghan, CEO of Vimicro Co., Ltd., Mr. Wu Ying, President and CEO of UTStarcom Telecom Co., Ltd., and Dr. Shi Zhengrong, Executive Director of Australia-Pacific Solar Energy Electric Power Co., Ltd. are just a few among many returned Chinese with creative energy who have made it here in their homeland.

The “Chunhui Cup” Competition will pave the road for the determined and inventive minds to build a challenging and exciting career in China, which will draw further public attention and increased investment interest. In addition, the Competition will deliver more quality projects to the pioneer parks, and therefore provide stimulus to the early stage incubation of those projects that will have a high probability to grow into successful enterprises. More importantly, this Competition will contribute to our national strategic goal of bringing back high-level professional talents and achieving our own creative independence.

Meng Jiao, a well-known Tang-dynasty poet, once said “Such kindness of warm sun cannot be repaid by grass” (Song of the Wanderer). He was alluding to a man trying hard to fulfill his filial piety, but he would never be able to repay his mother’s grace of raising him. But today we say that he can. With the fast growing economy, there are numerous ways for overseas Chinese professionals to render their service to China and repay her kindness to and aspirations of them. The “Chunhui Cup” Competition is yet another venue for them to express their unique talents and realize their proud dreams.

The Competition has officially started in mid-July 2006, when the online registration was open to contestants. The project evaluation period will begin in October in Weihai Economic and Technological Development Zone, and the award ceremony will take place in December at the Convention of Overseas Scholars in Science and Technology in Guangzhou.
